State ministries

The zze has evolved through long years of policy monitoring and mentoring of the state of Baden-Württemberg. With its programme for the promotion of civic engagement and the establishment of the Landesnetzwerk BE (state network “civic engagement”), Baden-Württemberg has set standards for the structural and strategic promotion of civic engagement in Germany. In our federal system, the states have a crucial role in the creation of a framework for a lively civil society. This applies also for civic engagement politics.
At the point where the promotion of civil societal developments and civil society in general is restricted on the federal level (e.g. infrastructural measures), the German Basic Law grants the regional states and municipalities an extensive scope of action. According to their competences, the states can take supplementary measures. Often, they also play a central role in the implementation of federal projects.
The zze accompanies and consults state ministries by providing them with their scientific findings and expertise dealing with general principles as well as individual programs and projects.

• Academic support of the Landesprogramm Baden-Württemberg zur Förderung bürgerschaftlichen Engagements (Baden-Württemberg state program for the promotion of civic engagement) and the development of the state report (since 1996)
• State-specific evaluation of the 2009 volunteer survey for the Bavarian state ministry (2011)
